The Colorado Employer Benefit Trust (CEBT) is a multiple-employer health benefit trust providing medical, dental, vision, and life coverage to public employers and their employees. Founded in 1980, CEBT manages risk by pooling claims across a large, diverse membership, which lowers costs and ensures dependable service.
WTW serves as the Trust Administrator, overseeing daily operations, including claims, eligibility, and member services. Today, CEBT supports about 37,000 members from nearly 450 public entities and is governed by a Board of Trustees comprised of participating employer representatives.
CEBT’s financial strength is reinforced by $300 million in annual premiums, $75 million in assets, robust reserves, and stop-loss insurance that protect against large, unexpected claims. By spreading risk across its membership and streamlining administration, CEBT consistently delivers lower costs—typically 10% to 15% below comparable employers outside the pool—while giving participants the added benefit of sharing in favorable claims experience.
