Come One! Come All! Step into the center ring for a discussion about the most pressing issues facing public sector Human Resources professionals. In recognition of PSHRA Colorado’s season theme, Big Top HR: The Greatest Team Under the Tent, this panel brings together an attorney, benefits and insurance expert, HR director, and town manager to examine today’s challenges from legal, benefits, operational, and executive perspectives.
Moderated by the President-Elect of PSHRA National, Brian Haggerty, the conversation will explore emerging workplace issues, changing employee expectations, benefits and workforce pressures, legal considerations, and the leadership strategies public employers need to respond effectively. Attendees will gain practical insights, hear different perspectives, and leave with ideas they can apply within their own organizations.

Dr. Jennifer Fairweather (she/her/hers)
Jennifer Fairweather is currently the Chief Human Resources Officer for Jefferson County, Colorado, and a Founding Partner of Dwennimmen Leadership Consulting. She is also an Affiliate Professor with Regis University where she facilitates undergraduate and graduate courses for the Anderson School of Business and Computing. Jennifer has over 25 years of experience in both public sector and private sector human resources in addition to leadership experience in finance and human services. Jennifer received a Bachelor of Science degree in Business Administration from the University of Colorado, a Master of Arts in Human Resources Development from Webster University, and a Doctorate in Business Administration from Johnson & Wales University. She also has her IPMA-SCP, SHRM-SCP, PHR, a Certificate in Professional Training, and she is a Certified Executive Coach (CEC). Jennifer has facilitated sessions for local and national forums on leadership, human resources, and diversity, equity, and inclusion topics. Jennifer is a Past National President of the PSHRA, serves on the board of the Second Chance Center, and is a working group member for the Society for Women's Health Research.
Corey Hoffmann, Hoffmann, parker, Wilson & Carberry, P.C.
Corey Y. Hoffmann is a director and shareholder with the law firm of Hoffmann, Parker, Wilson & Carberry, P.C., where he practices primarily in the areas of local government law (including advising on personnel matters), litigation, and urban renewal. Mr. Hoffmann is a frequent speaker on areas of interest to local governments. Mr. Hoffmann currently serves as the City Attorney for the Cities of Northglenn and Black Hawk, Town Attorney for the Towns Foxfield, Elizabeth and Deer Trial, and general and special counsel to several other local governmental entities. Mr. Hoffmann received his B.A. degree, with honors, from the University of California at Santa Barbara in 1989, and his J.D. degree, cum laude, from California Western School of Law in 1993.
Tim Schermerhorn, IMA
Tim has spent more than 18 years in the insurance and employee benefits industry, and his connection to the public sector goes all the way back to the beginning—his very first client in the industry was the City of Durango. Since then, he’s worked with municipalities, counties, school and fire districts, and employers across a variety of industries, helping leadership teams navigate rising benefit costs, funding strategies, and the challenge of delivering competitive benefits within real-world budget constraints. So, after nearly two decades in the business, he’s learned that there are very few benefits problems that can’t be solved with good data, a little creativity, and probably one more meeting.
Tim is based in Denver and lives in Golden with his wife and three dogs—who, despite years of effort, remain completely unimpressed by his insurance career. When he’s not talking benefits, he spends as much time as possible getting into the Colorado back country, where the conversations tend to involve fewer renewals, fewer spreadsheets, and significantly better scenery.
